God commands Moses to instruct Israel that upon entering Canaan, whenever they present burnt offerings, vow offerings, freewill offerings, or feast offerings, they must include accompanying grain and drink offerings (vv. 1–10). A lamb requires one-tenth of an ephah of flour mixed with oil and wine; a ram requires two-tenths; a bullock requires three-tenths (vv. 4–9). These supplementary offerings make the main sacrifice "a sweet savour unto the LORD" (v. 3)—indicating that God receives worship not merely as duty, but with pleasure when offered in the manner He prescribes.
Crucially, verses 14–16 extend these exact same regulations to resident foreigners, declaring that "one ordinance shall be both for you of the congregation, and also for the stranger that sojourneth with you, an ordinance for ever in your generations" (v. 15). This remarkable statement reveals that in God's eyes, the foreigner who chooses to worship the Lord stands in identical relationship to Him as the native Israelite. There is no second-class status in approaching God through prescribed sacrifice. This principle prefigures the New Testament truth that in Christ, there is neither Jew nor Gentile (Galatians 3:28), and all believers have equal access to the Father.
When Israel enters Canaan and begins eating bread from the land, they must offer a heave offering (a portion lifted or separated) from the first of their dough to the Lord (vv. 17–21). This acknowledges God's ownership and provision over the harvest.
Verses 22–26 then address unintentional sin—when the congregation fails to keep God's commandments through ignorance. The community collectively offers a young bullock as a burnt offering, a goat as a sin offering, and the priest makes atonement (vv. 24–25). Critically, this sin can be forgiven because it was committed unknowingly. The passage emphasizes that ignorance, though serious, does not place the sinner beyond the reach of God's mercy when proper atonement is made.
A similar principle applies to individuals who sin ignorantly: they bring a young female goat, and the priest atones for them (vv. 27–28). Again, forgiveness is available.
However, verse 30 marks a sharp turn: "But the soul that doeth ought presumptuously, whether he be born in the land, or a stranger, the same reproacheth the LORD; and that soul shall be cut off from among his people." Presumptuous sin—deliberate, willful defiance of God's known law—is unforgivable under the Old Covenant system. Such rebellion "despiseth the word of the LORD" and constitutes direct contempt of His authority. This soul must be "cut off," meaning excommunicated or executed.
