What begins as an obedient reconnaissance mission becomes a test of faith that reveals the difference between trusting God's promise and being paralyzed by human fear. Though the spies return with evidence of God's faithfulness (the enormous fruit), ten of them bring back a report that denies the sufficiency of God's power, while Caleb and Joshua stand alone in faith. This chapter sets the stage for Israel's refusal to enter Canaan and demonstrates a sobering principle: unbelief, even when shared by the majority, leads to disobedience and judgment.
The Lord directs Moses to send twelve men—one representative leader from each tribe—to survey the land of Canaan that God has already given to Israel (v. 2). The language is significant: God speaks as if the possession is already accomplished, not merely promised. Moses obeys immediately, sending these tribal heads from the wilderness of Paran (v. 3). This obedience itself is not sinful; God authorized the reconnaissance. The issue lies not in gathering intelligence but in what the people will do with the report they receive.
The text carefully lists all twelve names, emphasizing that these were rulers and heads of their people (vv. 4–15). Two names stand out spiritually: Caleb (v. 6), whose name means "devotion" or "wholehearted," and Joshua/Jehoshua (v. 16, originally called Oshea, "salvation"). Moses renames Oshea as Jehoshua, meaning "the Lord saves"—a prophetic name that foreshadows Joshua's role as the faithful leader who will eventually bring Israel into the land. The naming of these men reminds us that God knows and calls those who will prove faithful to Him.
Moses gives clear, practical instructions: survey the land thoroughly, assess the strength and number of inhabitants, evaluate the cities and fortifications, and observe the land's agricultural capacity (vv. 17–19). He concludes with an exhortation to be of good courage (v. 20)—a phrase that echoes God's earlier confidence in the gift. The timing is providential; it is harvest season, and they bring back enormous grapes, pomegranates, and figs as evidence of the land's abundance (vv. 23–24).
After forty days, the spies return and present their findings to the whole congregation at Kadesh (v. 26). They confirm that the land floweth with milk and honey (v. 27)—God's promise is true. But immediately they introduce a deadly "nevertheless" (v. 28): yes, the land is fertile, but the people are powerful, the cities are fortified, and giants dwell there (v. 28). They list the various peoples occupying the land (v. 29), presenting overwhelming obstacles from a purely human perspective.
Caleb steps forward alone and declares, "Let us go up at once, and possess it; for we are well able to overcome it" (v. 30). His confidence rests not in military strength but in God's promise. But the other ten spies contradict him, saying, "We be not able" (v. 31)—a direct denial of God's sufficiency. They spread an evil report (v. 32), exaggerating the threat, describing the land as destructive and the inhabitants as giants of impossible stature (vv. 32–33). In verse 33, they reduce themselves to grasshoppers—a vivid image of despair and faithlessness.
The spies' report teaches us that facts alone do not determine faith. Yes, the obstacles were real; yes, the giants were tall. But God had already promised the land. When we focus on circumstances rather than on God's character and promises, we become paralyzing ourselves with fear. Like Caleb, believers today must learn to say, "God has promised; therefore, we are well able," even when the visible evidence seems overwhelming. What "giants" are you facing? The question is not whether they are real, but whether your God is greater.
