While the other Canaanite kings unite militarily against Joshua (verses 1-2), the Gibeonites choose a different strategy: they employ cunning deception to secure a peace treaty rather than face destruction. This chapter illustrates the critical importance of seeking God's counsel in decision-making, as Joshua and the leaders fail to consult the Lord before making a binding covenant. Though the deception is eventually discovered, the oath sworn before God cannot be broken, and the Gibeonites become permanent servants of Israel. The account teaches that our hastiness and failure to pray can have lasting consequences, yet God's sovereignty ultimately works through even our mistakes.
The chapter opens with the frightening reality that all the kings west of the Jordan—representing the major ethnic groups of Canaan (Hittite, Amorite, Canaanite, Perizzite, Hivite, and Jebusite)—have united "with one accord" to fight against Joshua and Israel. Word of the miraculous victories at Jericho and Ai has spread rapidly, creating a unified military response. This demonstrates that the Canaanites understood the existential threat Israel posed to their survival.
In contrast to this military alliance, the Gibeonites "work wilily" (the Hebrew suggests shrewd, cunning strategy). They disguise themselves as ambassadors from a distant land, fabricating elaborate evidence: worn sacks, torn wine bottles, old shoes, tattered clothes, and moldy bread. Every detail was calculated to convince Israel that these travelers had journeyed many months to meet them. The Gibeonites had clearly heard of Israel's God and His power, and they chose diplomacy over warfare.
When the Gibeonites present themselves at Gilgal, they appeal to Israel's reputation of the Lord's name (verse 9). They claim to have heard reports of God's mighty acts in Egypt and the defeat of Sihon and Og, and suggest their elders sent them to seek peace as servants. Their dialogue is masterfully constructed: they confess Israel's strength, acknowledge God's power, and humbly request a covenant. All the physical evidence—the deteriorated provisions and worn clothing—seemed to corroborate their story perfectly.
This verse contains the spiritual tragedy of the passage: "the men took of their victuals, and asked not counsel at the mouth of the LORD" (verse 14). Joshua and the princes examined the evidence, accepted the Gibeonites' testimony, and swore an oath—all without prayer or seeking God's guidance. They relied on their own judgment and the apparent facts before them. Three days later, they discovered the deception: the Gibeonites were actually neighbors living in Canaan, not distant foreigners.
Though Israel felt betrayed, the princes refused to break their oath sworn "by the LORD God of Israel" (verse 18). Breaking a covenant made in God's name would dishonor His character. However, they imposed a punishment: the Gibeonites would become permanent servants—"hewers of wood and drawers of water" for the congregation and the Lord's altar. Joshua confronted them about the deception (verse 22), pronounced a curse upon them (verse 23), and executed this judgment. The Gibeonites accepted their fate with humility (verses 24-25), acknowledging that they had feared for their lives and acted accordingly.
Joshua's failure to pray before making a major decision reminds us that good intentions and apparent evidence are no substitute for seeking God's counsel. Even when facing time pressure or seemingly clear facts, believers must pause to pray and seek God's wisdom. Furthermore, God honored the oath sworn in His name, demonstrating the seriousness of our commitments. We serve a God who is faithful to His word and expects the same of us. When we do stumble through hasty decisions, as Joshua did, God's grace and sovereignty can work redemptively in our lives.
