Verses 1-5: The Reign of Hoshea and Assyrian Pressure

Hoshea becomes Israel's final king, reigning nine years beginning in the twelfth year of Judah's King Ahaz. Although described as evil, he is noted as less wicked than his predecessors—a sad commentary on Israel's moral decline. Initially, Hoshea submits to Assyrian overlord Shalmaneser, paying tribute. However, his conspiracy with Egypt (sending messengers to "So king of Egypt" while withholding tribute) is discovered, leading to his imprisonment and Samaria's three-year siege. In the ninth year of Hoshea's reign, Samaria falls. The Assyrians deport Israel's population throughout their empire—to Halah, Habor, Gozan, and the cities of the Medes. But the real cause is not military weakness; it is spiritual corruption. Verses 7-12 provide God's perspective: Israel sinned against the Lord by fearing other gods, adopting the pagan practices of the nations God had dispossessed, building high places, setting up idols and Asherah poles, burning incense to false gods, and engaging in child sacrifice. The nation had been explicitly forbidden these things. God's judgment was not arbitrary cruelty but the just consequence of covenant-breaking.

Verses 13-17: Rejected Warnings and Escalating Sin

The Lord had not left Israel without witness. He "testified against Israel and against Judah, by all the prophets, and by all the seers" (v. 13), calling them repeatedly to repent and keep His commandments. Yet the people hardened their necks like their fathers, rejected God's statutes and covenant, and pursued worthless idols. By verse 16, their apostasy was complete: molten calves, Asherah groves, worship of heavenly bodies, and Baal worship. Most horrifyingly, they caused their children to pass through the fire—an abominable practice signifying total moral corruption. This escalating pattern of sin shows how one compromise leads to another, until the heart becomes hardened beyond repentance.

Verses 18-23: Divine Judgment and Warnings Fulfilled

God's anger burned hot. He removed Israel from His sight, leaving only Judah. The kingdom was delivered into the hands of spoilers and finally cast out of the land entirely. Verses 21-23 reveal the historical root: Jeroboam's original sin of separating Israel from Judah and establishing calf worship had poisoned the entire northern kingdom. Assyria repopulated Samaria with foreign peoples from Babylon, Cuthah, Ava, Hamath, and Sepharvaim. Initially ignorant of the local god, they experienced divine judgment through lions. A priest was brought to teach them "the manner of God," and they began fearing the Lord—but incompletely. Each nation retained its own gods, creating a syncretic mixture (vv. 29-33).
