1 Now the leaders of the people settled in Jerusalem, and the rest of the people cast lots to bring one out of ten to live in the holy city of Jerusalem, while the remaining nine were to dwell in their own towns.

Following the spiritual renewal described in chapter 10, God's people now needed to make a practical commitment: some would move to the holy city to restore it as a functioning capital. This chapter catalogs the leaders, priests, Levites, and families who answered this call, reminding us that spiritual revival must be accompanied by real sacrifice and obedience. The genealogies and numbers underscore God's care for His people and His concern that His house be properly staffed and maintained.
The people cast lots to determine who would leave their provincial homes and settle in Jerusalem. This was not a punishment but an honor and a responsibility. One in ten was selected, though others volunteered willingly (verse 2). The people "blessed" those who made this sacrifice, recognizing that repopulating the holy city required courage and commitment. These settlers would leave behind established homes, fields, and networks of support. The term "holy city" (verse 1) emphasizes that Jerusalem was set apart for God's purposes—it was more than a political center; it was the seat of temple worship and national identity.
The chapter begins listing the families and leaders who dwelt in Jerusalem. From Judah came descendants of Perez, including Athaiah and Maaseiah, with a total of 468 valiant men (verse 6). From Benjamin came Sallu and others, numbering 928 (verse 8). These were not ordinary citizens but men of strength and character—"valiant men" capable of defending and governing the city. Joel and Judah served as overseers of these groups (verse 9), providing leadership and accountability. The careful listing of genealogies affirms that God knows His people by name and values their faithful service.
The priesthood was central to Jerusalem's restoration. Jedaiah and Jachin are mentioned as priestly leaders (verse 10), while Seraiah is identified as the ruler of the house of God (verse 11)—a position of great spiritual authority. The text lists 822 priests doing the work of the temple (verse 12), with 242 more serving as chief fathers (verse 13), and 128 mighty men of valor (verse 14). This substantial priestly contingent reveals how seriously God's people took temple worship and sacrifice. These were men dedicated to intercession, instruction, and maintaining the sacred rituals that bound the nation to the Lord.
The Levites—singers, gatekeepers, and administrators—totaled 284 in Jerusalem (verse 18). Mattaniah led the thanksgiving in prayer (verse 17), a beautiful reminder that worship and gratitude were woven into daily temple life. The Levites oversaw both the visible work of the temple and its spiritual atmosphere. These men were the spiritual servants and custodians of the congregation's worship.
The remaining verses detail where other Israelites, priests, and Levites settled throughout Judah and Benjamin. Though most lived outside Jerusalem, they remained connected to temple worship and maintained the religious and civic fabric of the nation. The Nethinims (temple servants) dwelt in Ophel under appointed overseers (verse 21).
Nehemiah 11 challenges us to consider what we sacrifice for God's kingdom. These ancient believers left comfortable homes to strengthen God's house. While we may not relocate physically, God calls us to invest our time, talents, and resources in building His church. Are we willing to answer the call, even when it costs us? Do we view the local church and faithful service as matters worthy of real commitment? Like these ancient settlers, we are part of a greater story of God's faithfulness across generations.
