1 “Woe to the shepherds who destroy and scatter the sheep of My pasture!” declares the LORD.

6 sectionsJeremiah 23 is a scathing indictment of Israel's corrupt spiritual leadership—both false prophets and unfaithful pastors—who have scattered and misled God's flock rather than guiding them faithfully. Yet amid this judgment, the chapter opens and closes with God's redemptive promise: He will raise up a righteous King (the Messiah) who will shepherd His people with justice and truth. The chapter thus balances divine anger at human unfaithfulness with unwavering divine grace, showing that God's purposes will ultimately triumph through Christ.
The Lord begins with a solemn "Woe" against the pastors who destroy and scatter His flock rather than feed and care for them (v. 1). God accuses them of negligence: they have driven the people away and failed to visit them (v. 2). But the chapter's tone shifts immediately. God promises to gather the remnant and restore them to their folds (v. 3), and He will set up faithful shepherds who feed the flock properly, so the people will fear no more (v. 4). This establishes a crucial pattern: human failure does not defeat God's purpose.
Application: Pastors and leaders bear a solemn accountability before God for how they shepherd His people. We are called to feed, visit, and care—not exploit or neglect.
These verses are among Jeremiah's most glorious messianic prophecies. God promises to raise up a righteous Branch unto David—a King who will reign and prosper, executing perfect judgment and justice (v. 5). In His days, Judah will be saved and Israel will dwell in safety (v. 6). He will be called "The Lord Our Righteousness" (Hebrew: Jehovah-Tsidkenu), a name declaring that His very person embodies and provides righteousness to His people. Verses 7–8 promise that the people will no longer recall only the exodus from Egypt, but will celebrate an even greater deliverance—God leading them from exile and restoring them to their land. This points forward to Christ's redemptive work, which surpasses even the Old Testament's greatest miracles.
Application: Jesus is our righteousness. In Him, we are justified completely, not by our works but by His perfect life and atoning death.
Jeremiah is devastated by the prophets' wickedness. His heart is broken; he staggers like a drunken man (v. 9) at their corruption. The land is filled with adultery and false oaths; the prophets and priests are profane, even within God's house (vv. 10–11). Their judgment is certain: their way will become slippery and dark, they will be driven down and fall (v. 12). The prophets of Samaria prophesied in Baal's name and led Israel astray (v. 13), while Jerusalem's prophets committed adultery, walked in lies, and strengthened evildoers' hands (v. 14). God declares them as vile as Sodom and Gomorrah (v. 14), and He will feed them wormwood and gall—bitter judgment (v. 15).
Application: False teaching and compromised leadership grieve the heart of God and lead God's people astray. We must test all preaching against God's Word.
God explicitly commands the people: Do not listen to these prophets (v. 16). They speak visions from their own hearts, not God's mouth. They assure those who despise God that they will have peace (v. 17)—a message tickling itching ears. Only those who stand in God's counsel truly hear His word (v. 18). God's true judgment, by contrast, is a fierce whirlwind that will not turn back until His purposes are fulfilled (vv. 19–20). These prophets were never sent by God (v. 21); had they stood in His counsel, they would have turned people from evil (v. 22). God's omniscience is absolute—He sees all and fills all things (vv. 23–24). The false prophets speak dreams, not God's Word; they cause people to forget God's name, just as their fathers forgot it for Baal (vv. 25–27). In verse 28, God draws a sharp contrast: dreams are chaff; His Word is wheat. His Word is fire and a hammer that shatters rock (v. 29)—powerful, effective, and transformative.
Application: God's Word is alive and powerful. We must distinguish between comforting lies and costly truth.
God instructs Jeremiah that when people ask about "the burden of the LORD," he should respond with judgment: the Lord will forsake them (vv. 33–34). The term "
