4 But Festus replied, “Paul is being held in Caesarea, and I myself am going there soon.

5 So if this man has done anything wrong, let some of your leaders come down with me and accuse him there.”

6 After spending no more than eight or ten days with them, Festus went down to Caesarea. The next day he sat on the judgment seat and ordered that Paul be brought in.

7 When Paul arrived, the Jews who had come down from Jerusalem stood around him, bringing many serious charges that they could not prove.

9 But Festus, wishing to do the Jews a favor, said to Paul, “Are you willing to go up to Jerusalem to stand trial before me on these charges?”

11 If, however, I am guilty of anything worthy of death, I do not refuse to die. But if there is no truth to their accusations against me, no one has the right to hand me over to them. I appeal to Caesar!”

12 Then Festus conferred with his council and replied, “You have appealed to Caesar. To Caesar you will go!”

13 After several days had passed, King Agrippa and Bernice came down to Caesarea to pay their respects to Festus.

14 Since they were staying several days, Festus laid out Paul’s case before the king: “There is a certain man whom Felix left in prison.

As Jewish leaders renew their attempts to have Paul executed, Paul exercises his constitutional right as a Roman citizen and appeals his case directly to Caesar. This chapter demonstrates God's sovereign protection of His servant while highlighting the contrast between human justice (which often bends to political pressure) and divine justice, which cannot be thwarted. Throughout these events, we see Paul's wisdom, courage, and unwavering commitment to the gospel.
Festus arrives as the new governor and, within three days, travels to Jerusalem where the Jewish leaders immediately press him to act against Paul. Their request (v. 3) includes a sinister plot: they wish to ambush and kill Paul on the road. However, Festus demonstrates procedural integrity by refusing to move Paul without proper investigation. He insists that Paul remain in Caesarea and invites the accusers to come there to present their case formally (v. 5). This decision, likely guided by Roman legal protocol rather than personal virtue, becomes an instrument of God's protection for Paul.
When Festus convenes the hearing at Caesarea, the Jewish accusers bring serious charges but cannot substantiate them with evidence (v. 7). Paul's defense is straightforward: he has violated no Jewish law, no temple regulations, and no Roman law (v. 8). Sensing political weakness in his position, Festus attempts to win favor with the Jews by proposing that Paul be tried in Jerusalem (v. 9)—a dangerous move that would place Paul under their jurisdiction. Paul, however, discerns the trap. He reminds Festus that he stands before Caesar's judgment seat, where he has the legal right to be tried (v. 10). Paul then makes a critical declaration: he appeals unto Caesar (v. 11). This appeal, available to Roman citizens in capital cases, is both an act of faith in God's sovereignty and a shrewd legal maneuver that removes Paul from the reach of his enemies. Once the appeal is made, it cannot be withdrawn, and Paul's case must proceed to Rome (v. 12).
When King Agrippa II and his sister Bernice arrive for a courtesy visit, Festus explains Paul's case to the king (vv. 14–15). Significantly, Festus acknowledges that the accusations are religious rather than criminal in nature (v. 19). He mentions "their own superstition, and of one Jesus, which was dead, whom Paul affirmed to be alive"—a remarkable summary of the gospel that appears almost neutral in tone. Festus confesses his bewilderment at these theological questions and reveals that he offered Paul a trial in Jerusalem, but Paul appealed to Caesar instead (v. 21).
Agrippa requests to hear Paul himself (v. 22), and the next day a formal hearing is arranged with great ceremony (v. 23). Festus explains to the assembled court that the Jewish populace demands Paul's execution, but he has found no capital crime (v. 25). Festus then admits his dilemma: he must send a prisoner to Caesar but has nothing substantial to write concerning the charges (vv. 26–27). This confession reveals the hollowness of the accusations and God's vindication of Paul's innocence.
Paul's example teaches us that God provides wisdom and legal recourse to His people facing unjust persecution. While we may not face capital charges, we encounter pressure to compromise our faith. Like Paul, we should know our rights, speak truth clearly, and trust that God uses even earthly authorities to accomplish His purposes. Our confidence rests not in circumstances but in God's sovereign care.
