1 Then Moses answered, “What if they do not believe me or listen to my voice? For they may say, ‘The LORD has not appeared to you.’”

2 And the LORD asked him, “What is that in your hand?” “A staff,” he replied.

11 And the LORD said to him, “Who gave man his mouth? Or who makes the mute or the deaf, the sighted or the blind? Is it not I, the LORD?

13 But Moses replied, “Please, Lord, send someone else.”

Rather than dismissing Moses' concerns, the Lord provides him with miraculous signs to authenticate his mission, appoints Aaron as his spokesman, and explicitly promises His presence and guidance. This chapter teaches us that God meets our weakness with His power, answers our doubts with confirmation, and never calls us to a task without equipping us for it.
Moses expresses his first objection: the people will not believe him or listen to his voice because they will claim the Lord has not appeared to him (v. 1). Rather than rebuking Moses, God asks a simple question: "What is that in thine hand?" (v. 2). Moses answers that it is a rod—an ordinary shepherd's staff. God commands him to cast it down, and it becomes a serpent, causing Moses to flee in fear (v. 3). But the Lord then instructs Moses to take it by the tail, and it returns to being a rod (v. 4). This sign demonstrates God's sovereign power over creation and His authority to transform the ordinary into the miraculous. The purpose is clear: so that the elders of Israel "may believe that the LORD God of their fathers...hath appeared unto thee" (v. 5). Application: God often uses what is already in our hands—our natural abilities, circumstances, and resources—as instruments of His purpose. We need not wait for extraordinary gifts; we simply need to surrender what we have.
God provides a second sign: Moses places his hand in his bosom and withdraws it covered with leprosy as white as snow (v. 6). When he repeats the action, his hand is healed and restored (v. 7). A third sign follows: if the people still do not believe, Moses is to take water from the river and pour it on the ground, where it will turn to blood (vv. 8–9). These signs escalate in dramatic power and directly target the Egyptian understanding of their gods and the Nile's supposed divine nature. Each sign serves to authenticate Moses' message and to demonstrate that Israel's God transcends the natural world.
Moses now raises a different objection: he is "not eloquent" and is "slow of speech, and of a slow tongue" (v. 10). This reveals the true barrier—not the people's unbelief, but Moses' own sense of inadequacy. God's response is profound: He reminds Moses that He alone created the human mouth and can enable speech (v. 11). God promises His presence with Moses' mouth and assures him He will teach what to say (v. 12). Yet Moses persists: "send, I pray thee, by the hand of him whom thou wilt send"—essentially asking God to send someone else (v. 13). God's anger is kindled (v. 14), but His grace prevails. He appoints Aaron, Moses' brother, to be his spokesman (vv. 14–15). Aaron will speak the words Moses receives, and God will be with both their mouths. Application: God does not require polished eloquence or natural talent; He requires obedience and faith. When we acknowledge our weakness and surrender to His will, He provides both the ability and the help we need.
Aaron will serve as Moses' mouth, and Moses will serve as God to Aaron (v. 16)—a remarkable reversal of roles emphasizing delegation and partnership in God's work. The rod of God is placed in Moses' hand as the instrument of signs (v. 17). Moses obtains permission from Jethro to return to Egypt (v. 18), and the Lord confirms that those who sought Moses' life are dead (v. 19). Moses departs with his family and the rod of God (v. 20).
God tells Moses he will perform wonders before Pharaoh, but warns that He will harden Pharaoh's heart so he will refuse to release Israel (v. 21). Moses is commanded to tell Pharaoh that Israel is God's firstborn son and must be released to serve Him (v. 22). Judgment will come if Pharaoh refuses—God will slay Egypt's firstborn (v. 23). A cryptic passage follows (vv. 24–26): God meets Moses at the inn and seeks to kill him, but Zipporah circumcises their son and touches Moses' feet with the foreskin, after which the Lord releases him. This passage emphasizes covenant obedience. Aaron meets Moses in the wilderness and kisses him (v. 27). Together they gather Israel's elders, and Aaron speaks God's words and performs the signs (vv. 28–30). The people believed (v. 31)—the very response Moses feared would not come. Their faith rested not on eloquence, but on God's demonstrated power and compassion.
