1 Then some men came down from Judea and were teaching the brothers, “Unless you are circumcised according to the custom of Moses, you cannot be saved.”

This chapter documents the Spirit-guided decision that salvation is by grace through faith alone, not by works of the Law, and establishes the principle of Christian liberty while promoting practical love and sensitivity. The resolution became foundational doctrine for the early church and secured the universal scope of the gospel.
Certain Jewish believers from Judaea taught that circumcision according to Moses was necessary for salvation (v. 1). This directly contradicted the gospel message Paul and Barnabas preached to the Gentiles. The dispute was serious enough ("no small dissension," v. 2) that the church at Antioch sent Paul, Barnabas, and others to Jerusalem to appeal to the apostles and elders (v. 2). As they traveled, they joyfully reported the conversion of Gentiles, rejoicing the brethren (v. 3). Once in Jerusalem, Paul and Barnabas recounted God's mighty works among the Gentiles (v. 4), but believers from the Pharisaic sect insisted that circumcision and Law-keeping remained binding (v. 5). The core issue was whether grace or works saves sinners.
When the apostles and elders assembled (v. 6), Peter stood and reminded them that God chose him to preach the gospel to Gentiles, who believed and received the Holy Spirit just as Jews did (vv. 7–8). Peter's key point: God made no distinction between Jews and Gentiles, purifying both by faith alone (v. 9). He challenged the council: why would they burden Gentiles with a yoke that even Jewish fathers could not bear? (v. 10). Peter's conclusion was decisive: salvation comes through grace, not Law, for both Jews and Gentiles (v. 11). The entire assembly then listened as Paul and Barnabas testified to the miracles God performed among the Gentiles (v. 12), providing empirical evidence that God's Spirit worked without circumcision.
James (the Lord's brother and leader of the Jerusalem church) wisely synthesized the discussion. He affirmed Peter's report and connected it to Old Testament prophecy (vv. 13–17), quoting Amos 9:11–12 to show that God always intended to include Gentiles. James's decision (v. 19) was pastoral genius: do not burden Gentiles with circumcision or the entire Law. However, they should ask Gentiles to abstain from idolatry, sexual immorality, strangled meat, and blood (vv. 20, 28–29)—practices that would cause offense in mixed Jewish-Gentile communities and reflected creational principles (cf. Genesis 9:4). James reasoned that the Mosaic Law was already available in synagogues; these few restrictions promoted practical unity (vv. 20–21).
The apostles sent a written decree to Antioch via Judas and Silas (vv. 22–27). The letter declared that the troublemakers did not speak for the apostles (v. 24) and affirmed that the Holy Spirit and the apostles agreed to lay no greater burden than the four necessary restrictions (v. 28). This official pronouncement brought joy and encouragement to the Gentile churches (vv. 30–32).
After ministry at Antioch, Paul proposed revisiting their churches (v. 36). Barnabas wanted to take John Mark, but Paul refused because Mark had abandoned them earlier (vv. 37–38). The disagreement was sharp, resulting in separation—Barnabas took Mark to Cyprus, while Paul chose Silas and continued through Syria and Cilicia (vv. 39–41). Even godly men can have strong differences; here God used both teams to advance the kingdom.
The Jerusalem Council reminds us that salvation is by grace through faith, never by human effort or religious works. Yet Christian liberty must be balanced with loving sensitivity to others' consciences. When doctrinal disputes arise, we must return to Scripture and seek the Spirit's guidance together, as the apostles did. Finally, even when faithful believers disagree on secondary matters, God continues His redemptive work.
