7 Pharaoh sent officials and found that none of the livestock of the Israelites had died. But Pharaoh’s heart was hardened, and he would not let the people go.

6 sectionsExodus 9 marks an intensification of God's judgment upon Egypt through a series of devastating plagues. As Pharaoh continues to harden his heart against the Lord's command to release Israel, God demonstrates His absolute sovereignty over creation itself—striking Egypt's livestock with disease, afflicting the people with boils, and sending catastrophic hail. Throughout these judgments, God makes a clear distinction between Egypt and the land of Goshen where Israel dwells, revealing both His power and His protection of His covenant people. This chapter illustrates the principle that persistent rebellion against God carries escalating consequences.
God commands Moses to confront Pharaoh once again with the demand to release Israel so they may worship the Lord (v. 1). The stakes are now raised: if Pharaoh refuses, the Lord will strike all Egyptian livestock—horses, donkeys, camels, cattle, and sheep—with a grievous murrain (infectious disease). Crucially, God promises in verse 4 that He will sever between Egypt's animals and Israel's animals; not a single Israelite animal will die. God even specifies the exact timing—tomorrow—and fulfills His word precisely (vv. 5-6). Yet despite this undeniable miracle of selective judgment, Pharaoh's heart grows harder (v. 7). This pattern reveals that signs and wonders alone do not convert a rebellious will; only genuine repentance can soften a hardened heart.
God instructs Moses and Aaron to take handfuls of furnace ashes and have Moses scatter them toward heaven in Pharaoh's presence (v. 8). This theatrical act becomes a sign: the ashes transform into fine dust that covers Egypt and produces boils breaking forth with blains—painful, infected sores—on both people and animals (vv. 9-10). The judgment is so severe that even Pharaoh's magicians cannot stand before Moses; they themselves are covered with boils (v. 11). Yet the text states plainly that the LORD hardened the heart of Pharaoh (v. 12), and he refuses to listen. This divine hardening does not violate Pharaoh's free will; rather, it describes God's judicial response to Pharaoh's persistent self-hardening. God grants people over to the consequences of their own rebellion.
Moses delivers another ultimatum, now emphasizing that God will send all my plagues upon Pharaoh, his servants, and his people (vv. 13-14). God's stated purpose is twofold: that Pharaoh may know there is none like the Lord, and that His name may be declared throughout all the earth (vv. 14, 16). Verse 16 contains a profound theological statement: God says He has raised Pharaoh up specifically to display divine power. Even in judgment, God's ultimate aim is His own glory and the revelation of His character. The Lord then warns of an unprecedented hailstorm, mercifully giving advance notice so people and livestock can take shelter (vv. 18-19).
When Moses stretches his rod toward heaven, the Lord sends thunder, hail, and fire—a supernatural phenomenon of terrifying power (vv. 22-23). The hail destroys crops, vegetation, and all exposed life throughout Egypt (vv. 24-25). Yet once again, God's protective hand shields Goshen, the Israelite territory, from the plague (v. 26). This division demonstrates God's faithfulness to His covenant and His ability to execute judgment with surgical precision.
Pharaoh appears to repent, confessing sin and acknowledging the Lord's righteousness (v. 27). However, Moses discerns the insincerity: Pharaoh fears the storm, not God (v. 30). When the hail ceases, Pharaoh sinned yet more, and hardened his heart (v. 34). His repentance was merely pragmatic, not heartfelt. This tragic cycle demonstrates that temporary relief from consequences does not produce lasting change without genuine transformation of heart.
We live in a world where God's patience and judgment both operate. Like Pharaoh, we may experience God's warnings and correction, yet our hearts can grow harder if we respond with outward compliance rather than inward surrender. The chapter calls us to genuine repentance—not mere fear of consequences, but authentic submission to God's lordship. Do we obey because we truly fear and love the Lord, or only when circumstances force our hand? May we recognize God's power and respond with sincere devotion while His grace still calls.
