1 Then the LORD said to Moses, “Chisel out two stone tablets like the originals, and I will write on them the words that were on the first tablets, which you broke.

2 Be ready in the morning, and come up on Mount Sinai to present yourself before Me on the mountaintop.

4 So Moses chiseled out two stone tablets like the originals. He rose early in the morning, and taking the two stone tablets in his hands, he went up Mount Sinai as the LORD had commanded him.

5 And the LORD descended in a cloud, stood with him there, and proclaimed His name, the LORD.

10 And the LORD said, “Behold, I am making a covenant. Before all your people I will perform wonders that have never been done in any nation in all the world. All the people among whom you live will see the LORD’s work, for it is an awesome thing that I am doing with you.

After Israel's catastrophic sin with the golden calf, the Lord graciously renews His covenant with His people, providing a second set of stone tablets inscribed with the Ten Commandments. This chapter unveils God's character—His mercy balanced with His justice—and establishes the foundational laws and festivals that will govern Israel's worship and community life for generations to come. Through Moses' radiant face and the renewal of covenant, God demonstrates that although His people have failed, His covenant commitment endures.
The Lord commands Moses to prepare two new stone tablets to replace those he had shattered in righteous anger at Israel's idolatry (32:19). This command itself is an act of mercy—God could have abandoned His people, but instead He offers restoration. Moses obeys immediately, rising early in the morning (v. 4), demonstrating humble submission. In verse 5, the Lord descends in a cloud and stands with Moses, a profound expression of God's personal presence and covenant faithfulness. The cloud signifies that this is not merely a human encounter but a divine visitation. God's presence with Moses reassures us that our failures do not disqualify us from His grace.
Here we find one of the Bible's most comprehensive revelations of God's nature. The Lord proclaims Himself as merciful and gracious, longsuffering, and abundant in goodness and truth (v. 6). Yet verse 7 adds a critical balance: God forgives transgressions but will by no means clear the guilty—His mercy never erases the reality of justice. The reference to visiting iniquity to the third and fourth generation reflects the serious consequences of sin extending through families, though not without hope for repentance. Moses' response is profound worship and intercession (v. 8–9). He asks the Lord to dwell among this stiffnecked people and pleads for pardon. This teaches us that worship naturally leads to honest prayer acknowledging both God's greatness and our need.
God promises remarkable works and military victories as He drives out the Canaanite nations before Israel (vv. 10–11). However, Israel must maintain strict separation from pagan worship—no covenants with idolatrous peoples, no intermarriage (vv. 12–16), and no molten gods (v. 17). The Lord's name is revealed as Jealous (v. 14), emphasizing His exclusive claim on Israel's devotion. Verses 18–26 outline the major festivals (Passover, Weeks, and Ingathering) and regulations governing worship, including the redemption of firstborn sons and animals, and the command to rest on the Sabbath. These laws were designed to keep Israel's focus on God's redemptive work and prevent assimilation into Canaanite practices. Verse 27 confirms that these words constitute the covenant itself—not merely external rules, but the terms of God's relationship with His people.
Moses remains on Mount Sinai for forty days and nights, neither eating nor drinking (v. 28), sustained only by God's presence.
