1 On the fifteenth day of the second month after they had left the land of Egypt, the whole congregation of Israel set out from Elim and came to the Desert of Sin, which is between Elim and Sinai.

4 Then the LORD said to Moses, “Behold, I will rain down bread from heaven for you. Each day the people are to go out and gather enough for that day. In this way I will test whether or not they will follow My instructions.

5 Then on the sixth day, when they prepare what they bring in, it will be twice as much as they gather on the other days.”

After only a month in the wilderness, the Israelites forget God's mighty deliverance and complain about hunger, revealing the deep struggle between faith and doubt that will characterize their journey. Rather than judge them harshly, the Lord responds with both judgment and mercy, providing supernatural food daily and establishing the Sabbath as a day of rest. This chapter demonstrates that God's care is both constant and conditional, rewarding faith and obedience while testing the people's willingness to trust His word.
The Israelites arrive in the wilderness of Sin just one month after their miraculous exodus (verse 1). Immediately, their faith crumbles. Despite witnessing the plagues, the parting of the sea, and the destruction of Pharaoh's army, they now murmur against Moses and Aaron (verse 2), claiming they would prefer death in Egypt to starvation in the wilderness (verse 3). This reveals a tragic spiritual reality: memory of God's past faithfulness does not automatically produce present trust.
Yet God responds with compassion rather than judgment. He promises to "rain bread from heaven" (verse 4)—a provision so abundant and so clearly from the Lord that it will test their obedience. The double portion on the sixth day (verse 5) foreshadows the Sabbath and establishes that God's provision is both generous and ordered. God's purpose is not merely to feed them but "to prove them, whether they will walk in my law" (verse 4).
Moses and Aaron redirect the people's complaint toward its true target: not human leadership, but God Himself (verses 6–8). The evening quails and morning manna will serve as signs of God's presence and power. This is crucial: the people murmur against God unknowingly. When they see His glory in the cloud (verse 10) and experience His provision directly, they will know that "I am the LORD your God" (verse 12). Physical sustenance becomes a means of spiritual knowledge.
The manna appears exactly as promised (verses 13–15). Each person gathers according to their need, yet when measured, everyone has exactly one omer—neither excess nor shortage (verse 18). This miracle of divine equity reflects God's perfect care for all. However, some Israelites disobey Moses' instruction not to keep manna overnight, and it rots (verse 20). God's provision requires obedience. The daily dissolution of remaining manna (verse 21) teaches absolute dependence: they cannot hoard or control God's blessing.
On the sixth day, the people gather twice as much, and it remains fresh overnight (verses 22–24). This miracle inaugurates the Sabbath as a divine institution. Moses instructs them to rest on the seventh day, but some disobey and search for manna that isn't there (verses 27–28). God's patient but firm response—"How long refuse ye to keep my commandments?" (verse 28)—shows that obedience to God's law is inseparable from receiving His grace.
An omer of manna is preserved as a memorial (verses 32–34), kept before the Ark of the Testimony for future generations. This act of remembrance combats the very spiritual amnesia that caused the original murmuring. The Israelites will eat manna for forty years (verse 35)—a wilderness wandering that reflects the consequences of unbelief while sustained entirely by God's faithfulness.
Like Israel, we often forget God's past faithfulness and doubt His present provision. Exodus 16 calls us to trust daily, to obey His word even when it seems inconvenient, and to remember His works through regular worship and testimony. Our "manna" is Christ—the bread come down from heaven—and He teaches us that faith means depending on God's provision moment by moment, not trying to control the future through our own efforts.
